Consultant (Short-term assignment) Public Financial Management (Developing Draft Regulations-GoSL Counterpart)
Background
Deloitte Consulting LLP is implementing USAID’s Sri Lanka Partnership for Accelerating Results in Trade, National Expenditure, and
Objective 1: Government Efficiency and Service Delivery Improved 1.1 Increased public revenue; 1.2 Improved public sector procurement and resource management; and 1.3 Improved public sector audit and accountability.
Objective 2: Enabling Environment for Trade and Investment Strengthened
2.1 Increased institutional GoSL capacity on trade;
2.2 Impediments for international trade removed; and
2.3 Improved capacity and sustainability of private sector associations, chambers of commerce, and civil society organizations.
Objective
USAID PARTNER is seeking the services of a consultant to fill one (1) position with expertise in Public Financial Management (PFM), to provide technical assistance to a government counterpart for the issuance of regulations related to the implementation of the Public Financial Management Act No. 44 of 2024.
Specific Tasks:
PARTNER expects the consultant to carry out the tasks outlined below:

Develop regulations related to national budget formulation including: a. Reviewing the existing regulations, documents, guidelines, frameworks, and tools currently used by the counterpart in the context of the new PFM Act. b. Analyzing challenges, gaps, and inconsistencies in the existing regulations including preparation, approval, execution, and monitoring phases. c. Identifying the best practices in public sector budgeting regulations, both locally and internationally, that can be adapted to suit counterpart's context. d. Draft regulations addressing the following: - The format for estimates of revenue and expenditure. - Restrictions on the use of the virement procedure. - The procedure for reporting to Parliament on fund transfers made through the virement procedure. - The process for submitting a supplementary estimate proposal to Parliament, including any required information to be included in the proposal. - The information to be included in the Statement of Excess Expenditure. - The procedure for settling lapsed payments.
Additional relevant areas may also be included as necessary.
e. Share the draft regulations with the counterpart and relevant stakeholders nominated by the counterpart for review and feedback.

Provide periodic progress updates to USAID PARTNER including an Exit Report.
Qualifications & Experience
- Bachelor’s degree in finance, accounting, economics, public administration, law, or other relevant fields.
- A postgraduate qualification would be considered an added advantage.
- Minimum 10 years’ experience in public sector budgeting, treasury, or financial management functions.
- Experience working with public finance regulatory initiatives is preferred.
- Excellent technical report writing skills in English.
- Strong communication skills, with the ability to convey complex concepts clearly.

- Communication - Consultants should have strong communication and analytical skills and be able to convey complex concepts clearly.
